Keyed to the circuit most operators sell: Baku + Gabala + Guba + Shahdag. For the best all-round experience, go Sep-Oct. For the lowest prices and thinnest crowds, go Feb/Nov. Coming for the seasonal draw? For skiing: Jan-Feb.
Two windows, because they answer different questions. Best experience scores the weather, the headline sights and low crowds; cheapest and quietest scores only airfare and how empty it is. Special-interest seasons (skiing, Christmas markets, aurora, festivals) are kept out of the experience score and flagged on their own line, so a niche winter draw never masquerades as the best all-round month. What each month actually gives you
January is a cheap, empty low-season month that is only worth it if skiing is the point, because Baku itself is cold, grey and windy.
February is the cheapest, emptiest month and prime ski time, but the coast and city are firmly out of season.
March is a cheap shoulder month with lengthening days, but time it around Novruz (20 to 24 March) when many businesses close.
April is a pleasant, good-value spring month for the city and foothills, once skiing has ended in the first days.
May is one of the two best all-round months: warm pleasant Baku plus green mountains, though airfare from India climbs with the summer-holiday run-up.
June opens the Caspian swimming season and keeps the mountains green, but the city turns hot and both fares and crowds are into summer peak.
July is peak beach and mountain-escape season but the city is hot and humid, and it is among the most expensive, crowded months.
August is the hottest month, best for the beach and the cool mountains, worst for the sweltering city, and stays expensive and crowded.
September is one of the two best all-round months, but avoid the Formula 1 weekend (24 to 26 Sept) when Baku hotels spike and the centre fills.
October is the best-value strong month: mild city, peak autumn colour and apple season in the mountains, and softer prices as the summer peak fades.
November is a cheap, empty late-autumn month, fine for the city on calm days but past the mountain-touring and swimming seasons and before skiing.
December is a cold-city month that only earns its keep once the ski resorts open around the 15th, and the New Year window pushes both fares and crowds up.
Worth noting
- • Shahdag and Tufandag ski resorts opened on 15 December for the 2025/26 season and run only to about early April, so any package that promises skiing before mid-December or after early April cannot deliver it.
- • Snow in Baku city itself is infrequent; the city is cold and windy in winter (January mean 4.8C) but a guaranteed 'snowy Baku' is not something an operator can promise. Snow is a mountain thing here, 3.5 to 4 hours away.
- • Baku is nicknamed the City of Winds: the cold Khazri blows from the north and the warm Gilavar from the south, and the Khazri can drop coastal temperatures fast even in summer, so pack a windbreaker regardless of season.
- • The Baku Formula 1 Grand Prix weekend (race Saturday 26 September 2026) closes central streets and spikes hotel prices, so a September city trip that isn't for the race should be booked to avoid 24 to 26 September.
- • July and August are hot and humid on the Caspian coast (highs regularly 37C, record 42.7C in July 2018), which is exactly why Azerbaijan itineraries pair Baku with the cooler Gabala and Guba mountains as the summer relief.
- • The Caspian is only warm enough to swim from roughly June to September (sea ~21C in June rising to ~26C in August); in May the air is pleasant but the water is still ~15C, too cold for most swimmers.
- • Novruz, the spring festival fixed around the equinox (20 to 24 March 2026, with work resuming 31 March in 2026), sees many shops, offices and businesses close, so a late-March city trip can hit reduced services.
- • Guba is Azerbaijan's apple capital: the mass harvest starts in the second half of September and the Quba Apple Festival is held in October, which is what makes autumn the standout season for the foothill leg of the trip.
- • Indians get an ASAN e-visa online (single entry, 30-day stay, valid 90 days from issue); standard processing is a few working days and an urgent 3-hour option exists at higher cost, so this is not a visa-on-arrival you can leave to the airport.
